イングランドのフットボール界を揺るがす決定が下された。プレミアリーグの覇者マンチェスター・シティに対し、100件を超える財務規則違反と11億ドル（約1600億円）以上の資金出所隠蔽を認定する判断が下ったのである。科される制裁は、巨額の罰金からリーグ追放まで前例のない規模に及ぶ可能性がある。
しかし、この騒動で最も奇妙な光景はピッチの外で起きていた。就任したばかりの英国のアンディ・バーナム首相が同クラブの不正を巡り、真っ先に「調停役」として火消しに奔走したことである。元グレーター・マンチェスター市長のバーナム首相の懸念は明確だった。クラブの親元であるUAE（アラブ首長国連邦）のアブダビが機嫌を損ね、英国経済への「巨額投資の蛇口（investment spigot）」を閉ざしてしまうことへの恐怖である。
なぜ英国の新リーダーがフットボールクラブの規則違反にこれほど狼狽し、外交問題にまで発展してしまうのだろうか。本来は競技の公正さや独立したルールに基づいて処理されるべき事象が、政治家たちの思惑や国家間の駆け引きによってパス回しされる状況を、英語では「ポリティカル・フットボール（political football）」と呼ぶ。本稿では、この現象を「3Pフレームワーク（Perception, Perspective, Paradigm）」を用いて、背後にある歴史的・構造的力学を解きほぐしてみたい。

English football governance reached a critical juncture. An independent commission found Manchester City guilty of over 100 breaches of financial fair play rules, concealing more than $1.1 billion in illicit owner funding over nearly a decade. Sanctions looming range from unprecedented point deductions to expulsion from the Premier League.
Yet the most revealing drama took place far from the pitch. Newly elected British Prime Minister Andy Burnham—a politician who built his brand as an everyday football fan—found himself frantically acting as a diplomatic firefighter. His immediate concern was the terrifying prospect that the United Arab Emirates might take offence and simply “turn off the investment spigot” to the fragile British economy.
Why should the head of government of a mature rules-based democracy scramble to intervene in a domestic dispute over football accounting? When political actors treat regulatory justice or institutional integrity as a bargaining chip, native English speakers call it a “political football.” This research report utilises the 3P Framework (Perception, Perspective, Paradigm) to examine the historical, civilizational, and ethical forces at play.
